The Villas of Windmill Point II
A Private, Deed-Restricted Community
The Villas of Windmill Point II is a very special, small, Private, Deed-Restricted Community of single story, single family residential villas attached in clusters of 4 and 5 units, and is designated a "PUD" or "Planned Unit Development",
They are self-managed by a Non-Profit Corporation called the "Villas of Windmill Point Property Owners Association, Inc.", or, a "POA". A "POA" is SIMILAR is SOME ways to a Florida "HOA", but in MANY ways very, very DIFFERENT from a typical HOA!
To really understand how they are different, you need to start with the section to the right called "FIRST THINGS TO KNOW...." (Section # 3) ------->>
The Association-Corporation was incorporated in 1982, under Florida Statute 617 and now has a volunteer Board of Directors mostly made up of owners and/or residents of the 89 units of the Association itself, in lieu of an outside, offsite Community or Association Management Company. The onsite and offsite Directors, being experienced businessmen themselves of varied fields, have also been serving as the Association-Corporation's Officers, as volunteers as they can afford to, part-time. Several additionally serve the Association in other paid part time vendor capacities to keep responsibility within, and to keep outside contracted services' costs as low as possible to keep the Quarterly Maintenance Fees as low as possible for the current and paying owners.
With the Florida Foreclosure Freefall that started in 2009-2010, the POA had its hands FULL and were overwhelmed and backlogged with various necessities due to almost a 50% delinquency and 40% foreclosure rate, and unbelievable litigation and court cases! The Board and remaining owners voted to buy each foreclosure unit as the came and come around, and are happy to report that the Association itself now owns 24 of its 89 units and can better control the quality of residents for the remaining residents with a usual 90% to 100% occupancy rate of available units!
These proactive measures did two great things: 1. It saved the community from returning to "quality of life problems" it had in the '90s from the last foreclosure cycle, and 2. By renting the units it purchases for higher income than maintenance fees alternatively from a different buyer/owner, the POA can offset the delinquencies experienced so far, and again, avoids raising the quarterly fees on the other owners as much as possible or, worse, a nasty, unexpected special assessment!
The units purchased were mostly trashed, and/or gutted, and most if not all appliances removed, which had presented major challenges to the Board to remodel or repair them, furnish them and get them rented timely, and procure replenishing funding and finances then. Fortunately private investors were willing to take a chance on us, helped us out, and received a double digit return for the very safe and secure investment on providing short term and small loans and mortgages for us for each unit!
Now, the quiet and peaceful environment of the current residents who follow the latest, strict Rules and Regulations has made the community a much more desirable place to live then ever before, despite financial shortages for landscape improvements that have been put on hold until things turn around in the near future. In time, this community will undergo significant landscape and environmental and aesthetical improvements and enhancements that will make it one of the very best places to live.
IMPORTANT NOTICE: The onsite office of the Association is NOT staffed regular hours, but, is open "BY APPOINTMENT ONLY" as posted on the office.
The volunteer Directors manage the Association, and all live locally.
Three live onsite but have other occupations.
We have NO Office Manager or secretary for the past few years since everyone works during the day and there is no real activity.
Anyone who needs to deliver paperwork that REQUIRES a signature, needs to make ADVANCE arrangements by phone or email for such. We check our outside drop box several times a day, seven days a week, and our regular mail daily.
BUT, instead of "Certified Mail", IF you need a signature or receipt, we encourage to use the USPS, First Class mailing by "PRIORITY MAIL", with procurement of a "DELIVERY CONFIRMATION RECEIPT", otherwise we will try to accomodate Fedex or UPS or Certified's if you make ADVANCE arrangements with us due to our hectic schedules and limited time and resources to run to the SLW Post Office over six miles away!
